Last June 13th was held in Valencia the “V NATIONAL SYMPOSIUM ON GOOD PRACTICES IN PUBLIC PROCUREMENT”, the main objective of this event is to expose, analyze and debate on the improvement of the public administration procurement system.
Spanish society and its needs have evolved a lot, especially in the present century, we have gone from demanding quantity to demanding quality, currently the biggest problems are not the lack of economic and human resources but the lack of agility and quality to satisfy the needs of citizens.
Given the current circumstances, the sectors of engineering-architecture, construction and Public Administration are aware that we need to improve the bidding and award system, the current deadlines for developing a project and executing works are not feasible, in the private sector the deadlines for obtaining licenses, authorizations or permits mean that sometimes the investment is not profitable. Therefore, there is an urgent need to improve the procurement system so that citizens get better works and services from their taxes.
The most significant problems detected are:
– Excessively long deadlines for implementing the infrastructures that citizens need.
– Insufficient quality in the performances.
– Lack of adaptation of designs and works to environmental protection, without incorporating the circular economy.
The solution is to improve the entire public procurement mechanism, for this it is fundamental to improve the tender documents, reducing the required documentation (bureaucracy), valuing the offers taking into account quality criteria and above all calculating the costs and fees according to the real market prices.
All this will undoubtedly lead to greater agility in contracting, better quality of works and services that society will receive, and ultimately to a more efficient management of public resources.
The conference held in Valencia discussed various aspects aimed at reducing deadlines and improving the quality of works and services contracted.
